Thames Tideway Tunnel: Purpose, Overview, Delivery Model and Financing
This paper offers a detailed overview of the Thames Tideway Tunnel, examining not only the technical purpose and scope of the infrastructure but also the innovative delivery and financing model that underpinned its success. It traces the tunnel’s origins in response to environmental directives and outlines the phased development of London’s Tideway Improvements, culminating in a 25km deep-level tunnel system designed to reduce sewer overflows into the tidal Thames.
The authors explain the rationale behind the project’s designation under the 2013 Specified Infrastructure Projects Regulations (SIPR), the creation of the special-purpose delivery vehicle Bazalgette Tunnel Limited (Tideway), and the structure of contracts and stakeholder governance. A key focus is the financial model, including the role of regulated private investment, government risk-sharing mechanisms, and green and blue bonds aligned with sustainability frameworks.
The paper also explores how Tideway embedded values-led delivery, prioritising health, safety, environmental stewardship, and social legacy, and outlines the project’s long-term impact, from improved water quality to new public spaces and community engagement. Drawing on the experience of a major UK civil engineering project, it provides critical insights into planning, financing, and delivering complex urban infrastructure at scale.
