Thames Tideway Tunnel: Procurement and Programme Management
This paper outlines the procurement and programme management approach behind the Thames Tideway Tunnel. It details how Tideway structured the delivery, engaging three main works contractors and a system integrator under NEC3 contracts.
A robust procurement strategy drew on lessons from major UK projects like Crossrail and the Olympic Delivery Authority, emphasising appropriate risk allocation, simplified interfaces, and outcome-focused incentivisation. Contractors were selected through a rigorous process balancing technical merit, commercial viability, and behavioural compatibility.
Programme management was led by Jacobs, who implemented integrated project controls, risk-based forecasting, and a three-tier assurance model. A dedicated alliance structure fostered collaboration among Tideway, contractors, and Thames Water, allowing flexible, best-for-project decisions.
The paper demonstrates how a clear contractual framework, coupled with strong programme governance and sustained collaboration, enabled successful delivery of a highly complex infrastructure programme.
