Exploring the Role of a Programme Delivery Partner

This paper redefines the Programme Delivery Partner (PDP) as a dynamic, integrative role essential to managing complexity in major infrastructure programmes. Through five key themes – organisation theory, integration, front-end design, dynamic capabilities, and collaboration – it argues for a shift from rigid frameworks to adaptive, reflexive practices that better support outcome-focused, inter-organisational delivery.
