Procurement Policy Note: Taking Account Of Social Value In The Award Of Central Government Contracts
Procurement Policy Note (PPN) 002, issued in February 2025, updates the UK government’s Social Value Model to align with the National Procurement Policy Statement and the Procurement Act 2023. Effective from 1 October 2025, this guidance mandates that all central government departments, executive agencies, and non-departmental public bodies incorporate a minimum 10% weighting for social value in above-threshold procurements. The policy emphasizes relevance and proportionality to the contract’s subject matter and aims to avoid unnecessary burdens on suppliers, particularly SMEs and VCSEs.
Key requirements include:
-
Application of the Social Value Model throughout the procurement lifecycle, especially during planning and preparation stages.
-
Inclusion of social value commitments in contracts as terms, key performance indicators, or performance indicators.
